Narcotics have certain legitimate medical uses. However, the abuse and illicit trafficking of narcotics constitute criminal offenses regulated, among others, under Law No. 35 of 2009 on Narcotics, while taking into account developments in criminal law that have been in effect since January 3, 2026.

If you are facing a narcotics-related case, consider the following steps:

  1. Do not provide statements hastily. First, understand your legal rights as a person being examined.
  2. Request the assistance of an advocate from the examination stage, if necessary.
  3. Review the legality of the authorities’ actions, including the arrest, search, seizure, and examination procedures.
  4. Carefully review the evidence and case documents, including laboratory examination results and official examination records.
  5. Determine your legal position based on the facts of the case, including whether the matter concerns personal use, possession, control, or distribution.
  6. In certain circumstances, medical and/or social rehabilitation may form part of the legal handling of the case in accordance with applicable law.

Important

A narcotics case cannot be determined solely based on the type or quantity of the evidence. The applicable legal provisions and potential legal consequences depend on the facts of the case, the role of each party, the nature of the possession or distribution, the evidence, and the proof presented during the legal proceedings.

The classification of narcotics may also change through laws and regulations, including regulations in the health sector. Therefore, each case must be specifically analyzed based on the laws and regulations applicable at the time the case is processed.

Do not face a narcotics case without understanding your legal rights and position.
